I asked the question as wasn't sure if they'd been manually adjusted or the driver was affecting boost or something.

If they were changed manually it could skew the results, however slightly that might be. A proper comparison should be like for like, as much as possible. Don't you agree?

Hmm, new driver from asder, I'm downloadin' it right now.

 

I know how, it's quite simple . Actually AMD could set it up to take up as little as 109 MB by stripping out the C++ runtimes (they're old versions anyway), and using the installed system runtimes instead, in addition to changing the way the installers are set up. By doing so you do take up 599 MB of disk space for the driver package, but you get better compressibility. On Windows 8.1 and above AMD could use the inbuilt new compression formats (in this case using LZX, great for backup because of the compression, but Xpress16K is better for normal apps and games as it's faster) and get the footprint of the installer down to and still appear and run normally. In this case the installer of 599 MB takes up 233 MB of disk space.

Even if you left in the C++ runtimes, the installer download would only be a little larger if they too were optimised for compression.

It depends on the source files being archived and settings used to compress; higher compression level + higher dictionary size usually leads to smaller files.

Repacked 16.7.2 with 7zip, lzma2, ultra, dictionary 1024MB, word size 273, using 2 cpu cores: 250MB (302MB original AMD *.exe)

There is a newer driver officially from AMD by the way, but it's only for FirePro if you don't mod it:
