    Try using VSR to up the resolution and see if the GPU cranks up.

    I've had this problem before in Garry's mod where my 7950 would not boost properly.

    Its definitely not your CPU if your GPU doesn't boost.

    So, your gpu stays in 2D mode. Do you have GPU-Z installed? What happens if you run a PCI-Express Render Test with it while you are in the game? Question mark next to Bus Interface.

    Any idea, why am I getting these frame drops as in above screenshots?

    Try allocating one core to the game that is not Core 0.

    Last thing i would try is the old 14.12 omega drivers..

    Which drivers do you have? Have you modified your bios?

    It doesn't really matter what drivers i have or if I'm overclocked or not
    or if i flashed a custom bios because none of that applies to you.
    I'm on one gcn and you are on another, maybe they broke some optimization
    in the driver that affected cs 1.6 but since its not as popular anymore people
    have not yet reported the issue. So just try to roll back to a safe driver like
    the omega and see if that helps. I know its not a permanent solution but it
    might just reveal the real cause of the problem.

    Actually you're right. Gpu driver won't help as I have been having this problem since the release of windows 8, cs 1.6 was running terribly aswell, upgrade to win 10 have made no improvements in term of performance in cs 1.6 at all. I've had taken my pc to service center, they ran furmark and said everything is okay. Im totally lost. Maybe my cpu or gpu is cursed as neither cs go/neither cs 1.6 can hold stable fps there's always 2-4 fps fluctation and unsmoothness

    As I already have said your 7850 is not clocking to its gaming clock speeds.

    This is a semi-common issue on 7000 series in older games like these.

    Have you tried clockblocker?

    Try to set CPU affinity to 1 core. May help.

    Haven't tried clockblocker yet, but managed to solve the unsmoothness problem. Even tho card still on idle more it seems that the game becomes perfectly smooth while running in windowed mode even with fps drops. Only downside is huge input delay on 100 fps

    Found an offline map, which clearly describes my issue.
    No bots, running in windowed mode actually forced gpu to it's max speed, but usage is bad

    im having same problem with CSGO and CS 1.6

    At my old setup with athlon X3 455 + HD5670 DDR5 or even Athlon 64+ 3200 + gt9500 (i am talking about cs1.6) my game feeling was a lot better than this i have now. My mouse feels so weird, its not even close to smooth 75hz as it should be.

    I have no idea with modern setups and drivers. In past years when u had 100fps u had perfect, smooth feeling. Now with 200-300 fps mouse is not even close to good.. Sad thing
