On this note it should be remembered that graphical memory is allocated 1st. And it is reason why cards with 4GB of vram will not even boot on 32 bit Windows OS. At least in older than W10 (on W10 I have no clue if it works out of box or not).

I would probably just wait a couple months.. AMD is suppose to be releasing a low end and mid range gpu like next month, suppose to be using the high bandwidth memory I believe.. I would go to win7 64 bit and add 8 gig of ram to your system.. Then upgrade your gpu the next couple months... If you need the gpu now I wouldnt put anything less than a gtx970 or r9390... but the first thing you have to look at would be your power supply and make sure it can handle either gpu.. Another good budget improvement would be an SSD drive like the Samsung EVo 850.
290x is the best value for money. Consider used from ebay from trusted seller. I am pretty sure u can score one for 200 before shipping/taxes
Polaris will be Very Power efficient, so The 480/X will be Best for FHD to 1440p Gaming with Mixed Custom settings in most Games (Ultra/High) I'm waitnig now, i can go for Nano but i will wait and see what Polaris bring. 50 days left.... c1:
I finally had to buy r7 200, is better. But I still feel not enough. Yesterday I've seen see will buy the GTX960. If I use gtx960, how PSU should I use? whether old psu CX500 can still be used? means I have to replace it with a new psu? Let me toughen myself to wait polaris, exactly wait polaris =)
What that Cpu I would be looking for a Nvidia Gtx 750Ti, a used 660ti, 670,680..... Amd Radeon....7870 Ghz, 7950 used they are selling them now at Microcenter for $125 bucks made by Visiontek,If ud like I can post the link for you.
The one thing that hasn't been brought up is what is the OP's budget, how much does he want to spend on a new GPU. That's the biggest factor.

Very intelligent explanation brother, your explanation is 100% true valid. Now my FPS cannot be high but very stable after using GTX960. I got (approximately FPS from worst scenario 135-285 in game) resolution 1920x1080. average FPS i got 180-220 1. How about ram memory? how this impact to FPS CS:GO? 2. At now I use DDR3 8GB(2x4Gb). Does it matter if I add 2x4Gb? Total ram gonna be 16Gb (4x4Gb).

For that game, you wont need any more RAM. Look at the MSI afterburner RAM usage graph during a CSGO game. I really dont believe u can gain FPS by adding a few more gbs of RAM mate. If u really want better stable FPS, the solution lies elsewhere
what if i replace the ram with a higher speed? whether the impact is big? Now I use 2x4GB pc10600 and I want to replace 2x8gb pc19200, any idea?
