Low fps on Directx 9 games

    So recently I've been informed about fps on the game called "osu!", how it should be at least 300 for higher ranked players. I turned on my fps counter and saw it's only 190~~. So I started digging around on this problem. Noticed, that League of Legends runs on 190~ max too. Googled about it a bit, found a program called "MSI afterburner, launched it to find out if my laptop can even league of legends with more than 190~ fps. Turns out, on borderless, my gpu is only at about 60% load. Same goes for osu!. Tried everything - reintalled drivers with ddu, modded drivers from leshcat, m a h mo ud elf ar, official ones, even endurofix from a guy I dont remember, which promised DIRECTX 9 GAMES IMPROVEMENT. Non helped, it's always at max 190. So did anyone ran into this problem? is there a solution? (pc specs are at my profile)

    Thats odd. Max performance profile set in windows?

    osu! with that hardware should have no issue soaring past 300 (on my specs; I got 800-1000 FPS at 1600x900).

    If anything; I'd try installing the DirectX June 2010 redist; that usually handles most DX-related problems.

    I'd also verify AMD's drivers are installed. Could also try some stress test programs like MSI Kombustor (has DX9, OGL, and DX11 tests) or FurMark (I think it's OGL only though); just to make sure your GPU and PSU can handle load properly.

    Might also be worthwhile trying it exclusively-fullscreened (not borderless). Exclusive fullscreen generally gives more framerate, and although I haven't heard of it; it could be possible WIndows has a FPS limit for windowed apps for some reason.

    i dont think so, when i run DAI in a wiindow when i tab out, it goes way over 200fps.

    try forcing 3d clocks with AB or Radeon Pro.

    High performance is on, of course! :D Osu is on high performance in amd switchable graphics monitor too. MSI Kombustor for some reason doesn't start. Tried Radeon Pro - fps is still 195. It's like locked. Doesnt go up. Though, when I start the game, I can see the fps goin down from like 800 to 195 and stays at it.

    EDIT: I always play in fullscreen. Fps I showed you is in fullscreen, was in borderless only to check gpu load.

    EDIT 2: Can't post images, but in full hd borderless osu! Gpu load is 19% and 35%.

    EDIT 3: Installing directx 2010 June redist didn't help.

    Are you sure it is running on the R 265X or is it only using the HD 4400 on the CPU chip?

    I don't have or use laptops, so don't know the mechanics of GPU switching. Maybe someone else can give suggestions there.

    Well, yeah. I don't think that Intel's 4400 would manage out 190 fps on League Of Legends

    Edit: Yes, can confirm that. Gpu-z shows load and clock changes on AMD card when I launch osu!. Load goes from 99 (when osu! is opened) down to 51 and stays at there, while clocks go up to the maximum and stay there.

    Uhm, task manager shows about 50-73%~ usage of all threads while osu! is opened in borderless.
