Does anyone else have this issue?

I've uninstalled the GFX drivers and reinstalled the latest stable. 13.9

Im using Startisback too, not sure if this could be the problem? Pretty sure its a gfx issue!

Going to assume that that right there is the problem... (maybe slight incompatibility with 8.1)

I've been on 8.1 since the leak of it a month ago or so, and have had no flickering taskbar, that I can recall anyway. I'd suggest giving it a shot without any modifications.

I haven't upgraded to 8.1 yet, but I do remember microsoft saying they re-added the start menu back in 8.1

I've mentioned it over at the SIB support area.

Although, SIB was working fine when I had uninstalled all GFX drivers.

Edit: Uninstalled SIB, Its still flickering! deffo think its a GFX or a GFX setting maybe?

I've removed my HDMI cable from the card, which is connected to my TV and the flickering seems to have stopped?!

Nope, it is just a start button, I think it is for tablet or other touch screen that easy for switching back to "Metro Start Menu". :)

Help -- I just installed the Windows 8.1 upgrade to my original Windows 8, and now my taskbar is flickering constantly and driving me crazy. The bottom of screen flickers even when taskbar is hidden.
I saw superleeds27's suggestion of changing scaling option to 0%, but I am not sure which scaling options, and the only scaling option available in control panel do not seem to correspond to "05"
    Any assistance will be appreciated.

scaling options in the catalyst control center, under digital panel or something

should be a slider, set to 0%

If you dont have the catalyst control center (right click an open area on the desktop and there should be an option for it) you will have to download the latest drivers and install them.

What card do you have, I have the same issue, I did the scaling option which seems to fix it, but I will get random monitor flicker every now and then as well. and this only happens when I have dual monitor going as well.

You would hope so with a brand new XFX 295x2....... god forbid you would have to file a bug!!!

Come on, one is enough......... just keep filing bugs and hand those "reward cards" out here on the forums.

You need to set it for both monitors independently, make them match, and set the dpi in windows to 100% for both monitors.

Yeah they are, the flicker is random the whole screen flicks for half a second then its fine. Ive heard people talk about it could be from 2d clocks but im not sure, as well i never had this issue with my GTX 580.

Ill double check refresh rates, my task bar no longer flickers just the entire screen every now and then its completely random when it happens.

I still get random monitor flicker for some reason, checked the Refresh rates everything is set to 60.
