Apparently my fan speed is stuck at minimum of ~1100 rpm and I cannot change that. I've tried new drivers(almost all from the R300 series), multiple OC utilities(Afterburner, GPU Tweak, Evga precision X), reseating GPU, checking if the connectors are in place and nothing has worked.

What should I do? Is there anything else other than RMA?

I have 2 of the same card. One runs at 1050rpm and the secondary one runs at 1130-1200. Temps rarely reach above 65 degrees C at full load. I think its programmed to keep running at that speed to keep noise levels down as the DirectCU II cooler is extremely efficient. Although not being able to change it using any of the OC utilities is a worry. I was able to change mine fine.

Goes up to 80 in BF3 and 90 in Unigine where the card starts to throttle because of the heat.

Not at my temps it wasn't.

I told you, nothing works. The fan isnt responding to any OC tools. It's stuck there at minimum even under load.

For those who might encounter this problem, there's nothing you can do apparently. I RMA'd the card and they're sending me a new one.
