1-this is on a tv? some tvs have lots of processing that introduce input lag
2-or is the mouse ok when there is no driver installed?
    3-the cursor itself lags?
4-why would you do 1280x1024? or is that on a different monitor?

ok, well it's still possible the monitor is causing it, look at this chart: http://www.tftcentral.co.uk/images/samsung_245t/input1.jpg

you would lower your resolution (& use a square looking aspect) just for some more hz? i would just stay native

so can you test without drivers? you can just go into safe mode & see if it lags there

    I have the same problem with a 6970 CFX and the same drivers (April 17) 12.4 + 12.3 CAP1

But only in some games like Battlefield 3, Batman Akrhum City.

    Any solution?

what type of video cable are you using? Also can u change the color space(PIXEL FORMAT) when using a monitor? I know u can with an hdtv. i know usually with displays they have a native color space so less processing of the video signal will need to take place reducing lag.

    Solved by using OC/Bios Default.

the 'response time' specification of a monitor is just how fast a pixel changes color, that's AFTER processing and delays between the mouse-computer-gfx-monitor

what he meant about the pixel format is when you're using HDMI, you have that option in CCC

what do you mean by 'moving' even though there's no lag? like the image is shaking?

you're on 'game mode'? what are the others, they all have the same lag?

What have you configured on the monitor under "Reaction Time" in it's settings? Is that set to fastest (or something similar)?
Have you chosen the Magic Bright profile Gaming?
You have tried either HDMI and VGA connection, right?
My recommedation is to use HDMI.
Some reviews say that the monitor does have a very low input lag, so you shouldn't feel it.
Have you still overclocked your CPU? If so, set it to default. Same goes for any other possible overclocking.
What happens if you turn off Crossfire?

have you tried plain dvi? sometimes using hdmi caused issues with recognizing the monitor properly.

Depending on your hardware you mainboard could actually choose a slower southbridge or pci clock while having overclocked than the default one. That could cause this, or also a to high PCI clock, which could produce a little packetloss on the usb interface, or I dunno what else :D
In any case, that's why troubleshooting should always be done with default clocks :)

you can probably OC fine, just have to find which option is interfering with the input lag

check for mobo bios updates too
