I'd take the 8GB as long as it's 2x 4GB sticks. Having a low cas latency doesn't make a huge difference for sandybridge processors, memory frequency is a lot more important. ( I'm assuming sandybridge based on the price of the memory and as it's dual channel, OP also has inel in processor specs).

8 Gigs CAS 9 I'm using CAS 6 but tbh, its not noticably faster. You may be able to make the CAS 9 run at CAS 8 or faster
Cas 9 is actually the kit that is the same price..it is the gskill sniper ones on the egg ..2 x 4 gig set.
Same, bought 4x4gb ddr3 1600mhz cl8 ram, Corsair Vengeance, their FREAKIN huge, the heatsinks on them... Unfortunately I can only use 3 sticks of ram but not the fourth as my giant cpu cooler just about blocks one slot... I am therefore using 12gb instead of 16gb... :bang:
