Okay, whenever I get any sort of notification I get weird swiggling sounds. For example, msn pop ups, and windows update notifications, virus notifications...Anyone have a clue whats wrong with the sound? it doesnt go away until the notification is gone. Could my sound card be bad?

with regards to the drop out problem: my brother has a similar setup to you, and he also uses DTS to connect his sound card to his speakers digitally. when switching between a 2-channel and 6-channel environment (eg going from desktop to a game), it will drop sound for a second as it activates the encoder. would definitely be worth trying in 6-channel analogue to see if this is the cause.

Bummer. This just popped up all the sudden?
You never installed anything or changed any settings that can affect the sound?
You never changed the power outlets..etc?
If there is no logical reason for the issue, I suggest trying new drivers either from Auzentech or modded sets. Further, if you still have the issue, test the card in another system. If the sound is fine, the issue is in your system If the card still has the same issue in the new system the card may be the fault.

Lets say it is the sound card, which sound card would you recommend me to get if I need to replace it? I think the Prelude is discontinued right?
