Can you wait a bit? You could get 5750/5770; they are better. Anyways, for 275 look at EVGA, XFX, BFG. For RAM look at G.Skill, Crosair. Patriot is also fine. For PSU, look at Crosair TX-650 or TX-750.
If you can afford 300 series then. Inno3D have some good models. I am not impressed with either brands..

Its difficult to answer. If you want to max every game with all eye candy, AA and AF and maintain 60+ fps, its not possible* But you can still manage games with all eye candy and 2XAA with playable framerates. I don't prefer Palit. I love EVGA and XFX for their customer support and quality products.
