Check your HDD is not running in PIO mode. Go to device manager and uninstall the IDE drivers and reboot.

Secondly, open task manager while doing nothing. Are you getting any cpu usage? Next try scrolling with IE and firefox and tell me which process is getting high cpu.

To the guy above, if you have nothing to say do not post.

The fact that it's happening on all your systems leads me to believe it is either some software (anti-virus, firewall?) that you have running on all of the systems, some problem with your internet service provider or an issue with your router. I've never known a problem that specific happen on multiple systems without it being one of the above.

Try disabling your anti-virus, firewall and go to a trusted website and see if the problem goes away. If that doesn't make any difference, connect directly to the cable modem and do the same. If that doesn't help, call your isp and see if they know anything. Chances are if it's a common problem, they will be able to help you fix it.

The bolded stuff makes me think you have smooth scrolling turned off.Try internet options from Windows control panel.Under the advanced tab, you'll find a check list-make sure smooth scrolling is ticked.
Another thing to check is your mouse options.I use Logitech Setpoint, and can set how many lines to move down under "scrolling size".Try three. That seems to be the point where choppyness goes away.

BTW, you shouldn't be offering money for help around here. Some day you'll be helping us- and then we're even.
