It's normal for cable, but due to the arrival of fios in the last couple of years cable companies have really bumped up their speeds. I have friends in the SW Florida area with Comcast and their speeds are in the 17,000/5000 range. It's sad cable companies won't bump it up until they start to lose business.

I live in Atlanta, GA in the USA, obviously. I've supposedly got a 6Mb connection, but I think it's really 4Mb, with Comcast. I'd like to say that it took a few tries to get this particular trace result. Stupid firewall kept messing up the first trace. Anyways, there were several hops that timed out a lot and several more that took a long time to ping, probably about half being over 100ms sometimes. With 24 hops I don't think it's gonna get any faster for me.
