Did you remember to plug the separate Molex connector in?

In the case of the 6600GT AGP version theres a power connector like the kind you plug into a hard drive or CD/DVD-ROM at the end of the video card.

Those types of connectors are Molex connectors. If the AGP card isnt getting external power through this connector it will limit itself until you plug the cable in.

If you dont have a spare power cable with a molex connector (which are the usually white plactic connectors with 4 holes) then you will need to get a splitter cable so you can get an extra molex connector

If you answered with this , sounds like your problem is not enough power . Try to use a connector with as little as possible plugged in to it . Out of curiousity what are your FPS with CS , I get 110 with stock clocks in CS:S .
