    "and other tasks" could mean everything or nohing at all at the same time.

    It will tell you with "stats". Absolutely install the drivers I told you, with that order (Chipset 1027 with override, overwrite, overall switches), RST (without the software, is not necessary), and MEI.

    Do not plug in anything in USB 3.0 ports. Make sure that your OS drive is in the first SATA port of the Intel chipset, and that you have no HDDs on other controllers.

    Installed MEI (not RST), don't RAID.

    Only Intel SATA ports are being used here. Marvell Controller is disabled.

    The 2 main culprits to high latency seem to be storport.sys and USBPORT.sys

    BIOS modules are fully updated.

    Are you using any USB 1.0/1.1 device?

    Did you tried to disable USB legacy support in Mobo BIOS?

    There are more USB settings there.

    Sorry i run out of possible solutions.

    Only my USB 3.0 ports were being used, some are USB 2.0 devices though.
    I'll try disable USB legacy mode if that option exists.

    WHAT!

    I thought that you didn't use USB 3.0 devices OR ports.

    USB 3.0 devices AND ports are a know source of KNIGHTMARES on Windows 8(1).

    No no, I am only using USB 3.0 ports on the system (only 2 rear USB 2.0 ports).
    I have already tried just using USB 2.0 ports, same thing happens.
    The UsbHub3 (USB 3.0 driver) isn't doing anything exciting in LatencyMon. I have "disabled Legacy USB" in BIOS.

    Even with "disable Legacy USB" USBPORT.sys is doing the usual thing.

    So it's still related to USB?

    I used this tool when i had problems with TCP/IP to "see" the problem and how bad it was.

    Your problem is very close to be solved.

    The message the tool saying that the average latency is good enough but as you said is not enough to don't tax gameplay experience.

    Do you see this peaks on latency outside the game now?

    I reinstalled the latest Intel wired network drivers and they were causing 4000ms spikes every 5 seconds, quickly rolledback.
    If I use TimerResolution application and set it to 500ms it removes a lot of The Witcher 3 stutter.
    I quit looking at LatencyMon.

    I literally have not touched the game in over a month because I have been waiting for this type of patch to do a second play through

    Did you do what I said with chipset/mobo drivers? Even the installation order is important.

    @PrMinisterGR, I think overide and overwrite switches are no longer used in the newer chipset drivers. Only overall remained.

    That's the latest driver that won't really install anything for his system. I recommended the 1027 driver, which is the last driver of the "old" series, that does install drivers.

    Sorted out the USBPORT.sys problem. The culprits now are tcpip and ntoskrnl.sys, Wdf01000.sys as well.
