With the new 18.4.1 driver there is also newer pci bus filter driver ver18.10! As always it's located in video driver folder - 3 files with .isz or .itz extension, just rename them to inf, cat and sys.
or download it for win7x64: https://yadi.sk/d/ZtFsLmwX3V2Vj6.

Why doesn't AMD install this with the package? why are the files included if they are not installed? It doesn't make any sense....

I've installed them and all is fine.

    Yeah, good question.
Actually amd installer do copy these files into AMD folder, but the driver is not installed...
Also there is this reg key: HKLM,"SYSTEM\CurrentControlSet\services\amdkmdap", PciFilterDriverInstallEnabled, %REG_DWORD%, 0

You did something awfully wrong. You cannot get a BSOD from these. :) Check again your steps. Even in RS5 17666 are still stable. 1703 is tremendously older.

nope? soon as i update PCI Express Root Complex or install inf, instant bluescreen and Windows installs its own driver back once it restarts
GPIO, SMBus and everything else in the Chipset drivers (18.10) works
Ive had it installed way back on the LTSB i think and it was fine, but doesnt seem to make much of difference
This could all be ofcourse just because of whatever config my PC is and work just fine for other ppl

These drivers are universal. They cannot damage anything. So, either you should clean up your drivers and install them purely on your own by changing the file type in the corresponding folder by your hand as new, or, clear CMOS, or even format. It is not a normal situation :)

Maybe certain chipsets it causes issues. There must be a reason why AMD doesn't automatically install them. Better to ask the people having issues what Motherboard they are using rather than blaming them...

Actually, its very easy to get bsod with pci filter driver..
Maybe you tried to install win 7 driver instead of 10?. Which AMD chipset do you have? And where you got driver for PCI Express Root Complex?

i have just installed it. But in Registry i still have "PciFilterDriverInstallEnabled =0" and it has "start"=3(means -manual) As i remember a long time ago when i play with driver on win7 it started after reboot re-initialize some system components(HDD and some else). Now i got no initializing anything on my win10 1709. Does it have any sense at all?
