Im 20.3 FPS for now, but will be 34 FPS(if rendering uses FPU mostly) or 45 FPS(if rendering takes integer cores mostly). Cannot reach 60FPS because game core update time is 16.6 ms for extreme settings on my CPU.

Its very odd cause i noticed in scenes where fps is really bad with gpu usage really low like under 35%, CPU usage isn't that great either, like one core is at 70+ and other 3 are around 20-35% shouldnt the CPU be at 100% in those scenarios?
Here is some numbers from the bench We would need something similar but with an amd card and after with mantle drivers to compare them all.
^ hm I was 90% gpu limited always 99%, when it dropped it dropped to same ~ 10fps, happened when it switches on object motion blur. So each of 3800 objects get its own blurring, guess this bottlenecks DirectX api to the max and lower unit count.. Also TemporalAA takes away 10-15fps.. ......................................................................
