There is nothing wrong with an RX 480. The majority of gamers will buy either the RX 480 or the GTX 1060 when released. They will be great mid range cards delivering solid 1080p performance. Nothing wrong that.
No, it wouldn't. Even at worst case scenarios his 680 gets better FPS at the same settings as the PS4. It will usually have something like +50% the framerate of the console on the same settings, or better resolution/higher settings at the same framerate. These are cards from five years ago and they still can do 1440p30 at better looks than any console out there.
My 680's I got for cheap too cost me £150 for both of them. I have a monitor at 1080p and can play any modern game at very high at 60 fps. The only thing holding them back is the vRAM. So an upgrade is due.
