You can download the SSU msu from uudump and install that directly, You can also download the 22621.4 psf and cab file, from there, you will need this version of the psfextractor to turn it into a cabinet that can be installed via dism.
for the best, repacking the cabinet seems to cause a number of hyperv packages to get stuck in the staged condition (on systems hyper-v isn't enabled on) resulting in windows update logging errors over and over because it can't move them to installed state.
Beta Channel - 22621.160 Build KB5014770 (13 June 2022) File Explorer with Tabs is now rolling out for Beta Channel build but it is same only for selected Insiders, you will get it if you lucky being choose. Yes it is beta channel I have to say that it does now run just as well if not better in some situations than windows 10 you can get it to look almost the same as 10 now too my main install is on windows 10 still

Sorry, you're either not actually using the new explorer, or making stuff up. the explorer.exe process leaks GDI Objects until it or windows itself stops drawing UI properly when the circled hits 10k. This effectively breaks the desktop and task if using single process mode, not to mention at 10k other running gdi tools tend to break too (including task manager) Theres a 10 to 60 object leak just browsing folders depending on what the contents are, but then right clicking certain files or folders leaks 200-300 objects.
