Such a strange readings on your 6900xt. 34c, 26% usage, 59W? Whats going on there are you limiting the framerate?

Can you try doing the Forza test again, but this time, disable FreeSync in your monitor?
    Leave SAM/ReBar on.
    Just disable FreeSync.

Sam is a mess with ryzen 3000 so really it only works with 5000 cpus. Leave it off.

A theory I had, but it seems it's another issue entirely on your PC.
I have a similar problem, where the fps drops as low as my lowest freesync range. It happens in certain titles, one I can think of right now is Elden Ring. I have to either, restart the PC or disable FreeSync for it to get unstuck in that 45 fps.

Like Undying said, you would be better of by disabling SAM on your particular setup.

i think it is the motherboard problem here it supported PCe 3.0 only max memory OC is 3466Mhz

and SAM is related to CPU or PCei Express ?

depends on the manufacturer and the bios support. Some just have issues.

If you drop in 5700x in your x470 you should be getting pcie4 and sam.

They enabled PCIE gen 4 on some specific x470 and b450 motherboards but this was before ryzen 5000 released. it was later disabled at the request of AMD because it was not stable. I think there are some older beta bios versions from 2019 that have gen 4 enabled but only work with ryzen 3000 cpus.
