Ok, this is a new one for me. I never had issues with AMD drivers. (Everything below is on the latest version of Windows 11) https://www.amd.com/en/support/kb/faq/gpu-kb1603 Basically, I am always running the AMD GPU driver installer with the settings of: factory reset + preserving the settings. I rarely used DDU as of late. The Process I went through: - Cleaning starts, AMD tool deletes the existing driver, restarts, I get BSOD. - System reboots after BSOD, another BSOD. - After multiple restarts, I get into recovery and use system restore. - System boots, running DDU, full cleaning, start to install the driver - error 1603 - Safe mode; DDU; reboot; install the driver - again, error 1603 - Started googling, found and tested several commands and solutions: 1. Framework (all of them) - updated; Visual C++ (all of them) - updated; Windows security - disabled; full permissions granted to the folder 2. run cmd: DISM.exe /Online /Cleanup-image /Restorehealth - everything is fine sfc /scannow - also everything is fine Basically, after several restarts, the issue is still there. Interestingly if I use the AMD cleanup tool manually or allow the driver to use it - the result is BSOD + loop during boot. If I use DDU, everything is fine; however, during installation, error 1603. Again. The best part - is I thought something was with the latest beta driver. I tried the previous driver, which worked fine before- the same issue, error 1603. What magic is this? In the end, I decided to wipe the whole system, tried the latest driver, and it installed just fine. What. The. Hell.? I wonder if it has anything to do with this? Has anyone else had this issue? Literally, I was dumbfounded at the end of this process.
I don't think that it has anything to do with that because that feature is not yet released. Most likely win11 is still in alpha and everything is just a big Alpha test... that's why I wait at least a year before I update to a new windows version.

Even I like you I am on the latest Build Windows 11 Dev . [Build 22593.1.0] . The first installation tested on another build and had the problem, but 'Smart App was not working, on this last made the installation on clean operating system, reinstalled, with Smart App working .... . Always the same initial problem error 1603 . For me it's not a problem driver or Smart App I think more' to a change of pace on the same operating system, functions or things like that at the basic level of api, dll etc. The problem is reported as a bug through various channels, both Amd, and Microsoft..
Glad to hear I'm not the only one the latest Win 11 that had this issue. Also reported it to AMD/Microsoft.
Just out of curiosity, are you running the chipset driver v4.03.03.431 ? When I was using that I started to have some strange issue with my system, went back to the earlier 3.09.01.140 and everything is acting normally again, I'm wondering if maybe the chipset driver is doing something to your system.
Before I wiped the whole system - I thought about that and removed the Chipset driver as well. The issue was the same, so I think indeed it was some registry corruption that caused this.
It should be related to a problem of an AMD security key related to the TPM .... AMD is aware of this.... From what I did you have to click on the folder, open properties and where you find written security you have to give permissions for System for a complete control, I also gave it for administrators. It worked.. No problem in the installation . I realized, however, that this problem of permissions also exists in other contexts ..., making an example also in AMD Ryzen Master ...
The issue was the same, so I think indeed it was some registry corruption that caused this. It is registry corruption. This middle finger error happened while installing a rx 480 driver a year ago. I was dumb enough to turn off the pc in the middle of driver installation. It screwed up the windows registry of course. To the point that i could not install the driver afterwards because it failed with this middle finger error. (1603) DDU and such does not help of course, since it does not fix windows (registry) At this point what options you have is, restore a mirror image such as macrium reflect backup. Instead i tried and successfully installed a driver with different version number.
I've had this happen for the first time ever with a 6600 XT and both the May preview driver and 22.5.1 (post). In my case, I installed "Microsoft.VCLibs.140.00.UWPDesktop" and both drivers installed fine. I was using Windows 10 (LTSC 2021). I've installed dozens of AMD drivers for a RX 580 over the years on both 10 and 11 under different scenarios and never saw error 1603. V60 of that popular VC Redist repack didn't help. I had to track down that specific VCLib and install it. Edit: Still happens with 22.5.2 on LTSC 2021 as of yesterday. Installing the lib fixes it. Oddly the same VCLib is bundled in the driver, and although I haven't tried it, I wonder why it isn't being installed before the package that depends on it?
I've had issues with VC Redist before. A pretty bad one, that i caused, by removing the installer of vcredist from some Appdata folder. https://docs.microsoft.com/en-us/an...-error.html?childToView=617853#comment-617853 this was the solution, but it was very hard to find. Couldn't basically install any program that needed vcredist without an error.

I'm on Windows 11 Build 22621.1 and I too get that error. I will try later on a clean install of Windows 11 22621.1 (RTM) if the issue went away. so far upgrading from Windows 11 build 22000.708 to build 22621.1 and up cause this Error 1603 when installing AMD software.
