this is the "Blocked from accessing your graphics device" event, historically windows has thrown this because the device is reporting errors. check the Kernel WHEA event logs.
Clean install yesterday! RTSS the Overlay is not working Aferburner also nothing works! If it says that it is blocked and it miraculously does not work, it is probably true.
If "nothing works" then you don't need to play with those apps until you learn to configure OS. PEBCAK is up to you to solve, sorry.

it runs fine on 10 and 11, your system and its user are the factors involved in it not doing so in this case.
