Yes it does if you turn it off system wide. The Telemetry service that controls that has that cfg as a required dependency when you look at the running dll through processes explorer. Would not start at all for me, turned cfg back on system wide and service was working properly on reboot.

 

No it doesn't,
The telemetry service lists all of its required components in services.msc, CFG is not one of them.

 

Then humor me and turn off control flow guard globally for all windows... Reboot. Then check your windows services and see if the connected user experiences and telemetry is starting and running properly. Humor me please. Service refused with cfg in Windows turned off to initiate properly thus causing xbox app games achievements to not unlock because that service is required to be running for that to be possible.

 

Well crap, looks like you've found a bug, the only serious dependency is Remote Procedure Caller, it should either fail and state why it failed or start.

 

... And this fixed my audio stuttering in TD2, I can finally run DX12 without issues :x

 

This fixed my recent BF5 DX12 stutter very nicely.

Thanks for this Evileh, after many weeks trying to fix achievements in Windows Store games, I came across your post while scraping the very bottom of the barrel of my Google-fu. Sure enough, I had turned off CFG on a global level which results in the "Connected User Experiences and Telemetry" service failing to start (gets stuck in the 'Starting' state). As soon as I re-enabled CFG and rebooted, the service was starting properly and achievements were working again.
