Low GPU/CPU usage and "low" fps

    Hello,

    My games run on "low" fps and dont use all the resoruces on my pc.

    The problem:

    All my games(CS:GO, BF5, RUST, COD:BO3,...) run on low fps for my setup and de GPU and CPU usage never goes over the 80% all the time is between 60 - 80 %.

    Changing the ingame video settings makes no effect.
    In fact some games get extra fps with higher settings.

    CS:GO:
    low 1080p -> ~ 160 fps
    high 1440p -> ~ 160fps

    RUST:
    low 1080p -> ~ 60fps
    medium-high 1080p -> ~ 65fps

    BF5:
    low 1080p -> ~ 60fps
    high 1080p -> ~ 50fps

    In all cases gpu neither cpu usages went over 80% (all cpu cores measured separately)
    Temps never go over 75ºC

    Measure software:
    MSI Afterburner

    Specifications:

    · SO: Windows 10
    · CPU: i5 3570
    · Motherboard: Asrock Fatal1ty Z77 Performance
    · GPU: Gigabyte GTX 1060 6gb
    · RAM: 2x4gb hyperX ddr3 & 2x4gb hypeX blu ddr3 (16gb total)
    · PSU: Corsair AX 860
    · HD: OCZ Vertex 4 (ssd)
    · Monitor: Dell S2719DGF 2k 155Hz FreeSync
    · DP cable: Ivanky dp cable 1.3 compatible

    Things i've tried so far:
    · Reinstall windows (clean install)
    · Reinstall drivers (Nvidia)
    · Update drivers from motherboard manufacturer (intel drivers, etc)
    · Update bios
    · Try diferent configurations in Nvidia control panel (disable gsync, set to max performance, ....)
    · OC cpu with the motherboard no K OC option from 3.4Ghz to 4.2Ghz
    · Tweak in game settings


    I would be pleased if you could give me some tips, things to check... i'm running out of ideas and this is very annoying.:(

    seems that your cpu is bottlenecking the gpu at lower settings, thats why you get high frames on high settings.

    kepler - latest all use partitions within the gpu and power them on and off depending on the gpu load, this also has the effect of shutting off some ROP's and lower vram bandwidth having more impact to fps than would be seen otherwise.

    If that was the case why overclocking the cpu from 3.4 to 4.2 makes no difference, and all the cpu cores are under 80% all the time. Also theres people reporting more fps(the double) with same cpu o even worse like a 2500k

    Anyway if the cpu bottleneck was the case there is a way lo check this and be 100% sure, like a sofware that check if the cpu is bottlenecking.

    I'm not sure i fully undersstand your post.
    If by Kepler you mean the nvidia architecture mi card(1060) is Pascal no Kepler.
    Dont know what ROP's mean but anyway like i said in my previous post there are pople reporting more fps sometimes the double or even more with the same GPU and the same CPU or an older one the 2500K.

    Try setting each game profile to Prefer Maximum Performance in the Nvidia Control Panel. This may help with some games that do not load the GPU enough to either hit high power 3D clock states or toggle between high and low 3D power states. (yes I know you tried that but...)
    Some cases increasing the game resolution or AA, will result in better performance. Your CPU is ultimately what is limiting you.
