Motherboard headers, yes. Ports, i.e. backpanel, no.

I recently had the same problem with a Z390 motherboard and Windows 7: none of the USB ports working...
(I don't want that %&$#@ Windows 10! I use it for multitrack audio recording and the computer is not connected to the internet, so security isn't an issue.)
But... I found a solution. These drivers work for me. 32 and 64 bit versions.

Got my modded Intel USB drivers at win-raid. Even the internal headers work.

Could you pleas share them by PM, Win-Raid have to remove them, because of Intel asked them to take them down.

    Method 1
    https://easyupload.io/g3jjj9

Install CUSTOMIZED certificate in your certificate authorities.

For example, if you unzip, the above with drivers.cer in C:\,

    just run cmd.exe and enter:
    certmgr.exe -add C:\drivers.cer -s -r localMachine ROOT
    certmgr.exe -add C:\drivers.cer -s -r localMachine TRUSTEDPUBLISHER

    bcdedit.exe -set loadoptions DISABLE_INTEGRITY_CHECKS
    bcdedit.exe -set TESTSIGNING ON

    Reboot windows

Run setup.exe from the driver package (above).
    -----------------------------------------
    Happy Windows 7 with Z390;)
    -----------------------------------------
    Method 2
    EDIT: modding the iusb3xhc.inf file
    Delete all DEV_ID and add:
    %IUsb3XhcDeviceDesc02% = IUsb3XhcModel, PCI\VEN_8086&CC_0C0330
