It can, especially with 0.1% / min frame performance. RAM speed can lower shader loading times, and other graphical resources. GPU VRAM timings can also be tweaked for performance gains. (See Vega / VII HBM tweaking as an example)

    OP- System or GPU?
I would be interested in opinions for both. Personally for GPU I went full out for RAM speed. I am driving a RTX2080 w/Ryzen 1700x, for VR with Odyssey+. Considering the rez, I noticed the highest min/frame with highest memory clocks (GPU). Now with Ryzen, which thrives on memory performance, there may be solid improvements overall due to the infinity-fabric if that also was maxed? IDK? I run B-Die CL14 @ 3200MHz and will be testing tight timings, and higher clocks to see that impact.
My opinion is higher GPU mem-clocks = yes
System RAM = probably? (higher min frame rate for sure)

Yes but also you need to take into consideration the number of slots the RAM sticks use. If they use 4 out of 4 slots you will get better performance than if they used 2 out of 4 slots even if it's dual channel(of course at the same ram size overall).

You should read comment under the video. It's not about number of RAMs, but number of banks. Furthermore, he used different RAMs, so that throws the entire "test" into a trash bin.

Yes, ram speed can affect your minimum fps, depending on the game.

different ram with same speed and timing. i also changed from 2x8 to 4x4 and can confim this.

Why not 4 x 8? Seems to be a better upgrade, and you already had 2.

    More than just minimum FPS.

Games that are more CPU limited from draw calls can see big boosts from ram speeds alone(min, avg, max)

Going from 2133Mhz to 2400Mhz on my RAM with Pentium G4560 (Kabylake) helped a lot with those scenarios where neither the GPU or CPU were maxed out at 4K (more so than increasing GPUs bandwidth). Frankly when using 4K with high/maximum settings on my OCed 1070Ti I'm very rarely CPU limited.

Yes. Especially when CPU load (for any thread) is high.
Skip to 3:30. Look at this, 20-50fps difference. That's crazy!

Why shouldn't it make a difference? Much more RAM is being used in modern games. We're also seeing many more threads running operations on the CPU. With 6, 8, and soon 10 and 12 and 16 core CPUs, the sheer amount of threads able to interact with ram in parallel has greatly increased how much we can leverage hardware.

Never have I ever heard this. In fact I have always heard the opposite. Whats going on that would lead to this?
Terepin are you saying it was 2x8GB dual rank vs. 4x4 single, and that is the discrepancy?

Quad channel ddr4 2133 mhz with good timings is faster then dual channel @ 3000 mhz with shitty timings.
