Check DPC latency with Latencymon while you play.
You might be experiencing the same issue as me: https://i.imgur.com/eh2dkjQ.jpg

I feel like they'll continue pushing these through WU instead of releasing anything official for 1903 until the end of May.

I discovered that disabling "Enable settings for the selected display model" fixes the strange limitation at 30-46 fps while the GPU has still performance to spare.
However, freesync without this option is nowhere as near as smooth as with it enabled. disabling it defies the purpose of activating freesync at least on my display.
What's really strange is that if I have another window with "always on top" like the task manager, or simply the Nvidia control panel on top of the game, the game goes back to 60 fps even with "Enable settings for the selected display model" activated.
As soon as I switch to the game as the window on top the issue comes back again.
I tried to reset the monitor CRU profile but it didn't help.

The DPC latency issue seems separated from this, it happens at random and only restarting the PC fixes it.

For now I am reverting the driver, this is definitely the buggiest Nvidia beta driver I have ever tried.

If you don't select this checkbox, Gsync Compatible isn't enabled.
