Thats not how licenses work.

The licensee is permitted to continue to sell the existing content under the expired license but may not create future products with the licensed content.

The excuse of a license ending is a farce, microsoft knows it and copyright attorneys know it too.

No, I think this is a preventive measure to avoid being sued. Basically, the creators of FH4 don't want to attract the same kinds of lawsuits that Fortnite is currently going through.
