All depends now on overall PC configuration.
One is better than the other.
I have Stable Rock PC with 3.97GHz with 3500MHz CL15-15-15 GD RAM and All is OK.
You need to find Your sweet settings

I got my CPU stable on 4GHz for now without any problems at all.
My problem is still the GPU everytime i think its stable the Card crashes.
I can play like 5 min and than it just crashes. Mostly on Games with high GPU Load.

How does it play with no OC on anything?

So if i go for the 4Ghz OC there is not much FPS loss and the game works stable.
When i play without OC there is a huge fps loss almost 40 FPS +.

    But no crashes?? Stable?

If crashing it could point back to the PSU quality under load.
A good PSU is one of the most important investments for a gaming computer. It should last thru several upgrades.

Without OC its stable but still alot of fps loss. I cant image with that OC its almost 40FPS difference.

    yeah, not sure about that.

Not you do seem to have an issue with either stable power from the PSU or maybe heat issues?
Is the drop in most games. or one in particular?
What are your temps on the CPU normal and OCed.
Sadly these things are processes of elimination.

CPU is always around 40-55C° and 55 is rarely reached.
And GPU is on MAX 55-60C°

Even after a new PSU, you think it can still be the PSU

I personally would not use your PSU with a Any high end GPU, let alone OCing the CPU as well.

    Your temps look great.

The only way to answer your question would be to borrow another PSU and see if you have the same results.
Most of the time with the issues your are having it's the PSU.

    Hope this helps.

Check in GPUz what BIOS you're runing 220tW or 264tW One -> Check switch
    GPUz Tab -> Advanced

Also all tests run with 0% or +1% POW (for sake of stability)
Tweak the rest, also in WattMan use Custom Setting with Auto Fan

    First check:
    1732MHz 1.100/1.125mV | 1125HBM2 1000mV 0%POW

    220Watt Bios with 1737Mhz on 1.100mV HMB2 on 1180 with 0.983 MV and PL on 0%

    Now You know why ;)
Change it to 264tW One (Like Mine) and then do the Magic UV/OC etc. -> test
Switch that little thing into oposite direction (Top of t'GPU oposite direction than Tachometer)

Note: You can change Tachometer colour or turn it off BTW.

So i changed the Bios to the 264Watt and its getting worse, its even more unstable as before and i cant even get close to a UV that doesnt crash.
Im really getting desperate about this issue

Did you say you bought the card used? I would bet the card was used for mining and could be the cause, I currently have 2 64's that were used for mining for about a year or so. I cannot Ov or Uv without instability. I honestly haven't tried very hard to cure this because my gaming is perfect at the stock setting.

We need to sort it out, somewhere is issue for sure.

GPU can have 1700MHz with 1.100v NP at all...

I keept the balance mode on and ran a Time Spy test with 3DMark just to have some result.

EDIT: Does OverdriveN overwrite all the settings in Wattman? or does it need something else like an edit?

Are you still on that Corsair CX750?

FPS drops like that are usually because of weak or unstable 12V+ line(s) and that CX model is a budget psu. Get one with strong +60A single rail and known brand.

For example recent Evga G models are very good and not too expensive either, 850W model is ~ 125€.

This one is a newer model, 2018
