Freesync goes out of sync (desyncronization between refresh rate and framerate)

    The frame rate limiter is broken since 16.3.2 I believe (https://community.amd.com/message/2748500) , and they know, so... They take their time on a lot of problems.

    While FRTC needs to be fixed if this is the case (I wouldn't know because I don't use it), I don't think the FreeSync issues are exactly related, there are plenty of other ways to limit the frame rate in games and FreeSync still does the "randomly jump back to 144Hz/90Hz" thing
