Does anyone know how to increase fog distance during rainy weather? It's too close for my liking, buildings become white from very near

Try this value from Bad Blood DLC "1991434354". Put it in "Storm" Container in windy_city.game.xml

How do I edit windy_city.game.xml? I tried editing it normally in notepad and it crashed the game, then I tried opening it in notepad++ with XML Tools and it wouldn't work, just gave an error. Also tried other XML editors and kept getting errors.

You have to rename the file to windy_city.rml then drag and drop it to the "convert xml" file then it will give you an .xml that will be editable.

Make sure when you're done with it re-convert it back to an .rml using the same .exe and rename it back to windy_city.game.xml

I'm trying to back up my savegame, but I'm wondering if I'm doing the right precautions.
I'm in Ubisoft\Ubisoft Game Launcher\savegames\abe6b2ce-269e-437e-91bc-fc35b7ac7748\541 (541 is my savegame folder) but I don't know if would be really backed up...? Any help on this?

Mine's in the similar location. Though I'm not using Steam, only Uplay. Just check the modified date, if it's recent then it's your savegame.

How did you recover it exactly? Might help others in the future.

I just turned off cloud synchronization, but it kept turning back on so I had to edit my registry.

I also kept a backup of my previous savegame.

Is there a way to add super-heavy fog at rainy weathers?

I am using your E3 lite mod as a base, with TheWorse's bloom, and envlighting, with ThatGuys walking/sprinting camera, and with PS4 premier bugged sprint animation (probably will remove for E3 2013 sprint), also with the merged mod colorgrading (not really keen with the darkness and muted sun).

I'm also using custom settings tweaked by me, such as: new bloom texture for car taillights, streetlights, etc. and tweaked bloom for turn signals and reverse lights (the white ones) to make them spherical and not anamorphic.

You may notice the low FPS, but don't fear, it is only because of my low-grade AMD CPU. :)

Are you saying you've tweaked the bloom for turn signals/reverse lights separately (not global bloom)? Tell me how.

Sorry if my memory doesn't serve me right, but I either went into the dynamiclightprefab folder or the lighteffectprefab folder and replaced the files "Vehicles.Flasher_Orange.xml", "Vehicles.Flasher_Orange_Thin.xml", "Vehicles.Reverse_Light.xml", and "Vehicles.Reverse_Light_Thin.xml" with they're vanilla counterparts (since I know jack about hex coding, and they were just the stretched bloom texture I was referencing earlier), the results were pleasing:

To be honest, I did this in curiosity while trying to figure out how to change the lights under the L-train (specifically the ones by Dot Conexion) from the bright greenish-white to the orange color in the E3 trailer. (also I was trying to make the baked street lights have dynamic shadows)

    ---------------------------------------------------------------------------------------

[EDIT:] wondering if we could some way or another get that smoke/steam/haze back from the 2012 trailer while it rained... It adds a lot to the scene.

To make shadows darker you need to make everything darker. If someone knows the other way i'll be happy to hear it.
