So i found out this task Automatic App Update is what what causing VCLIBS 12 to constantly be founding an update ever day on boot, if ichange how long it between checks it do throw that issue out or "Find" update that was already installed and install it everyday. Manual checks of store DOES not find updates for VCLIBS 12
My only serious problem has been with Nvidia drivers. I could work that around anyway. Another pest was the automatic push of broken updates Luckily I can avoid that by deferring the updates.
As expected Automatic App Update was set to check to day and sure enough for what reason and what ever Automatic App Update task does different, IT finds and wants to installed VCLIBS 12 update that was already installed. I went into Store check updates and there it was, I deleted and manual checked for updates and it find nothing. In 3 days it will happen again cause i have Automatic App Update set for ever 3 days atm. Question becomes why does Automatic App Update find and want to install vclibs 12 update it already installed constantly when it does it check and manual updates checks in the store does not. I already rand sfc /scannow there was nothing wrong either
Regarding the forced driver updates through Windows Update, I am surprised that I am still on Nvidia 353.62 even though there have been a few later WHQL drivers released. Any explanation for this ?
WHQL status does not make the drivers available to download from Microsoft. It just means MS has done a set of tests on them and the tests passed. They get a gold star on their forehead from MS. If the driver developer wants them to be distributed through Windows Update, they need to submit them for distribution. MS has a certification website that driver developers use to do that. Historically, Nvidia does that periodically (i don't know how often, but I don't think very), I don't think they do it with every release they get WHQL status for.
A quick look "windows feedback" there seem to be alot people complaining about VCLIBS 12 wanting to constantly download and install the same version over and over
That might be why i have never had the issue, uninstalling the Get Skype App was the first thing i did after moving to 10532 as last i checked there is no Skype App to actually get.

I decided to wipe 10 Pro and install 10 Enterprise 2015 LTSB which has no apps at all apart from contact support and feedback (Real Win32 calculator is back too, and no Edge) I figured as I have a genuine 10 Pro license, Im not using now, I can use any SKU of 10 I want
LTSB even has the win32 calculator. I would use it too but I'm not sure whether or not we can easily upgrade to future builds like October '15 and April '16. You can be guru3d's designated guinea pig though
lol, I don't care about feature updates, LTSB won't be getting any new features, I just want a stable DX12 OS that spies less on you than Home and Pro, and doesn't have any/much of that useless XAML rubbish LTSB gets gets bug fixes and security updates, that's perfect for me, I don't want new 'features' that will probably break the OS lol
BTW this error only happens "if" you have firewall service disabled, every day the Automatic App Update by defualt, this error will happen Installation Failure: Windows failed to install the following update with error 0x80073D0A: VCLibs 12. IF firewall service is automatic, it will download and install same of VCLIBS 12 EVERY day and you would never know.

Nah, needs to be activated via KMS, there are methods available that might as well be permanent activation though, KMS is 6 months at a time, but you can set it to auto activate each boot so it stays activated permanently - that's all Ive done
