Indeed, it is! I was almost shocked the first time I put it into the machine.
Contrary too the Noctua website though, it is compatible with the Rampage 5 Extreme. It does not stand into the PCIe slot #1, but it comes very close, with little spacing to the 980 I had in that slot (including backplate).
So you can install it, if it works temperature wise is a different story, since it may not be the best idea to put the CPU cooler to suck in hot air directly from the graphic card's back side.

I've seen one on sale locally (Vienna) for € 450, on ebay.com I see a single used one for USD 499.99. I'm not sure what your local price level is, but it looks like one could substract at least 10% for a used CPU. Never bought a used one myself though :)

If testing CPUs out isn't your thing, you can potentially order one from Silicon Lottery, there was a thread made about them not too long ago as well as a review from Hilbert. They sell pre overclock tested CPUs and guarantee certain voltages @ frequency for a relatively small markup (compared to doing it yourself).

Good luck with the 5960. I've had 2 so far. The first wouldnt do above 4.3ghz at sensible 24/7 voltages (1.35v) and the second is only 100mhz better at 4.4ghz, however it won't suffer any kind of bclk overclock so my memory is stuck at stock 2666mhz. If I'd known about silicon lottery at the time I would have used them. Binning £750 chips is expensive business.
