    Umm

Did steps 1 through 3 and now every screen in watch dogs is a stuttering mess. Completely Unplayable.

And still none of the mods show up.

Hmmmm...I guess you put everything to ultra without reading the readme... The install is just a copy/paste of 2 files, so I don't think you don't see anything... It's just you can't see it because of stuttering.

Just to warn you : Ultra settings are way beyond Vanilla Ultra. So Geforce GTX 780 3gb or more needed.
High settings are optimized Vanilla Ultra.
Same thing for Antialiasing, apart TXAA.

With your rig, you have to put everything to High, including textures, with SMAA. And maybe it's too much for your PC.

It's Watch Dogs and the community can do miracles but can't change the Game's engine.

I have a rig superior to yours and had to put everything to high to have a playable game.

If I want to use Ultra textures, I have to use a Performance version.

Not long time ago I had GTX 580 OC card with 1,5 gigs vram and I couldn't even play with High textures - stuttering was unbearable!
If you can't afford GTX 780 I recommend you to buy GTX 770, but only 4 GB model!
Now I can play any mod on Ultra with very very micro stutters that I don't even notice anymore.

I am thinking too about taking a GTX 970 4Gb when I'll have the money (I am interested in Directx12).

It's crazy to want to change one's GPU because of one game.

Personally, I doubt that stuttering occurs because of VRAM, I have R9 280X with 3GB Vram, and it still stutters on ultra, my best guess is just general low-optimization of game engine, bad resource management.

In your case, yes, the VRAM is not the issue, but the video chip is. WD is poorly optimized for AMD cards. On NV cards people have better performance.

    Yea

I am on medium, the game works fine in normal vanilla on medium.

It's the merged mod I am having trouble with, not the PC.

    Who wants E3 Blackout?

    There you go :supercool

You need to change those marked values in windy_city.xml to the ones in my screengrab. All other values in this section must be like in vanilla.

Sadly no. I don't know why it was removed tho, it's such an easy thing to put in and it looks so much better. Shadow of Mordor has it and it and it really brings the feel of how wet things are.
EDIT: I believe that it was never intended for the game and it was manually placed there to make the demos look prettier. For them to be back ingame Ubisoft would have had to either make it randomly simulate where rain can drop from or individually place spots where rain would fall from.
