Hello, I am trying to get the file below from the the utility but I get download broken .exe file 74.0KB ---------------------------------------------------- 13-12_mobility_win7_win8_64_dd_ccc_whql.exe ---------------------------------------------------- direct link doesn't work either from ati website. any help?

If manufacturer of your notebook is one of those who do not want AMD to directly release drivers for their device then AMD prevents such downloads. Those manufacturers have few good reasons behind like: - they enhance some features which they incorporated into notebooks - they want to retest compatibility And bad: - direct control over life span of notebooks by cutting support
That's not the problem here though. The mobility downloader either allows you to download the driver if your hardware is supported, or doesn't. In testooo's case, it lets him download it because he has supported hardware, but AMD appears to not of fixed their mobility download to grab files from their own servers (really silly move imo to block driver downloads, but whatever). I'm sure they'll get it figured out at some point, but until then, the referral spoof or a download manager works fine.
www2.ati.com/DriverS/mobile/13-12_mobility_win7_win8_64_dd_ccc_whql.exe is the correct url for 13-12 mobility.

yes after 30MB the download stopped .... and I can't download again. Update 1 the download started again ... @TheOriginalTO you need to folow the Quick guide above by Espionage724 after you set up Referer control then use the link provided by zookman copy and paste it in your browser and start download. Update 2 The download is completed 201MB and now I am installing it. good luck all and thanks for help
Just to confirm: Zookman's link www2.ati.com/DriverS/mobile/13-12_mobility_win7_win8_64_dd_ccc_whql.exe worked perfectly for me. I am wary of downloads from MediaFire and the like otherwise I would have given that a shot as well. Thanks for helping me to resolve this update issue! Shame on AMD...
