I'm not saying that the article is entirely factual, but if we assume that it is then you can't call 911 to complain that a police officer won't break into your neighbor's place.
She misused 911, if you have a complaint to file use the seven digit. And yes you can get arrested for misuse of 911.

911 is for emergencies. Reporting a deputy for not doing their job is NOT an emergency, just like calling 911 to report that KFC ran out of Extra Crispy, it's not an emergency! She should have called 411, and asked for the sheriff's office number, called them and requested a different officer, or asked how to file a complaint. The deputy even told her not to call 911 because it wasn't an emergency.
Doesn't the police services in her county have a non-emergency number? Hell, when someone broke into our car and taking $400 worth of sunglasses, I didn't even call 911 since it happened overnight. I called my region's police service's non-emergency number the next morning I found out... deltatux
Some stupid people report all kinds of crap on the emergency numbers. She should have called a non emergency number, so she failed.
If she's wasting an emergency operator's time calling to complain....potentially preventing someone with an actual emergency from calling....she deserves what she got. In my city, there's several different "non-emergency" numbers....each going to a different police station (or different "division")....
I dialed 911 when I like 4 or 5 just because I could. An officer showed up at the house. They let me off with a warning.
