Seen a few refs to this being a "felony" elsewhere in the US. Some places even catching the rain off your roof and storing it for gardening or whatever is a Federal offence.

the only way would be to take so much water out of the stream that the people down stream don't get enough, there have been some lawsuits between states regarding this.
c For personal use people should able take all water they want from streams or spings in his property or public/country owned. Atleast this is how it is where i live.
I think they consider the theory of: Rain drops to ground/earth. Earth consumes it and stores it in the underground water channels u know. And earth resources belongs to government,public. So he stole from government and public? Ffs.
To add to this story, New York State is working on bill that would require those that use Well Water to pay a tax per gallon used!
It's not classical capitalism. It's Capitalistic fascism, regarding this law anyway. This law could also have existed in the Soviet Union. Thou shalt not take initiatives of your own.
