also found a couple bugs, from patch maybe? i also went into a bar and lots of people were sitting in different locations instead of the actual chair, just floating there.

Backup your savegames and start a new character.
    See if the problem persists.
If it goes away, its a problem with your saved game.
    If it remains...

Backup your ini-s then delete/reset them, start a new game.
If it goes away, its down to game settings, mods and their settings.
    Try disabling mods.

If it doesnt go away you may need to reinstall the game unless someone brighter on the topic has more ideas.

Like agent-A01 said, the striping is probably because of an ini setting. It looks like it's related to some shadow setting. The shadows in skyrim have some problems. If you change settings, some of those problems become more clear like in your screens.
I don't know which settings though, sorry.

Shadow striping on terrain happens when the angle between light (sunlight) and the surface is small enough. It's called shadow map acne, it's an inherent problem with that tech. You can tweak it by changing the shadow map bias setting in the ini, but too high value results in "peter panning". That means the shadows aren't connected to the caster and it seems that the caster is floating in air.

That's the one. Even 0.2 might be too much though, and it doesn't completely eliminate shadow map acne. It helps a bit.

Went and installed the beta patch and looks like the constant loading bug hasn't been fixed, but haven't played enough to be sure. Though the shadow on grass feature does look much better.

unfortunately the shadow striping fix mod causes lighting issues if using the 'more dynamic shadows' mod.

Yes, it does... look carefully in you Skyrim > Data folder for a 'configuration settings' file.

In my case it took on the name of the 'enhanceddistantterrain' mod I have... took me ages to work out what had happened.

Weird why it does this now.

Blackzero why your screen look so blurry? I think depth of field usage is too much.
I use jasmin enb 4.4 and my custom ini to look more natural not too bright n too colorfull :)

It's a matter of taste :) I got a static DoF mod myself.

Still adjusting the DOF settings for dynavision; which seems to be going through a turbulent period it seems. Though a bit of blur is quite natural and needed but at a distance the mod doesn't seem to be focusing at all.
