AMD Catalyst 11.5a Hotfix (8.85.6 RC3 - May 16)

Got me confused here.. are you trying to install 10.5 or 11.5 with your 2 x 6970?

From my experience and I really hate to say it:

Reinstall Windows, then the Intel INF files, then your drivers and then all the windows patchs. Took me ~ 1 hour to get Windows 7 up and running.

It could be that your old windows installation may be corrupted so if you really cannot install the drivers, start over.

The bad part is you have to also reinstall all your apps/games again unless you have most of it on another partition or HD.

 

just installed drivers that came with card version 8.14.10.0798 dated 7 jan 2011 just scored P9105 in 3dmark11 so all is good
