I know this is perhaps too late for you: In short, that fan is faulty and you can only fix it by replacing the card.

I've had the exact same issue with my new Inno3D GTX 460 768MB model. It took me about a month to sort the issue out.
Luckily for me, I actually bought the earlier (reference) model of the GTX 460 which's fan ran at 1600rpm and it was dead silent, so I had something to compare it to.
Eventually I've managed to return both cards and I got refunded for them both. The fan was actually faulty and there was no way to reduce the fan speed with software.

    Now I have 2x MSI Cyclone GTX 460's OC 1GB cards :)

If you want to read through everything that I went through: http://www.phforums.co.za/f18/received-2-different-models-inno3d-gtx460-768mb-59785/

Anyway, BetA13, great job with all the BIOS mods that you've done so far. I'm gonna try NiBiTor 5.8 this weekend to see if I can get 900MHz on my MSI Cyclones in SLI :)

I need to clarify something, will there be any difference between using afterburner to OC (with voltage mod) and having the same OC in a custom edited BIOS?

Not really, but you never have to use a program to OC your GFX Card, and
thats good, there are people that has problems with Afterburner or the other
one sometimes, if they install a new Driver, and now you will never have that
    problem anymore.

Thanks for your response, what you said is what I was thinking. So far I haven't had any problems with AB. I was hoping I'd be able to hold a stable 900MHz with a BIOS mod :(

Currently my OC is 875/1750/2000 @ 1.050V. I know it 900mhz won't make much of a difference but I find it hard to believe that even at the highest voltage, I can't hold a 900mhz. Tried 1.06 and 1.07 to lower the temps but they just don't work :(

I was considering applying Zalman Super Thermal Grease 2 (only one I have currently), but opening the fan will void the card's warranty.

You can try that but all GPU chips are different, some GPU's goes to 850MHz
and some even get 1000MHz, you have to be lucky, not all Geforce GTX 460
    will go to 900MHz.

But you can always try a after market cooler, and if that dos not help you
will always know that your GFX Card will stay cool:)

    Greetings to guru :)
I have Gainward GTX460 "GS" and Nvidia Inspector shows me next voltage values:
    Level (0) P12- 0.8750 V
    Level (1) P8 - 0.9120 V
    Level (2) P3 - 0.9870 V
    Level (3) P0 - 0.9870 V

I want to undervolt my card

Can you modify this values to:
    Level (0) P12- 0.8250 V
    Level (1) P8 - 0.8500 V
    Level (2) P3 - 0.8750 V
    Level (3) P0 - 0.8750 V

and lowest fan speed to 20% ?

I tested this values with Furmark and card runs much cooler and less power hungry. Thanks in advance.

Here you go. But be careful with that 20% fan because is possible not to spin-up at that value.

We cant change, when u hit 60C° that the fan spinss 100% That u need to configure in MSI afterburner under Fan Profile settings, User settings..

    What do you mean???

If i use AfterBurner and set my core on 815MHz my Shaders go to 1630MHz.

lol, in the Bios tool there is No GPU mhz to see..
And shader (1630 divided by 2) = 815 mhz GPU

    they are linked together...

    Hi guys,
The BIOS file burebista made for me last time doens't work. I can't flash it with nvflash 5.95, as it says it can't read the file and it is corrupt. Nibitor also gives a yellow circle next to integrity.
    Am I doing something wrong?

Added my BIOS just in case.

Sorry man, I dunno what's happened.
Let's try again. You have pictures with voltage unlocked and fan to 30%. Also NiBiTor give me a green at integrity.

Hmmz had some spare time today and finally flashed my card (a bit of a hassle imo if you don't have a floppy drive). I can up my voltage to 1212mv which is fine but in afterburner I still can't go past 915Mhz on the core and 1830 on the shaders, is this an afterburner limitation or did u forget to unlock those in the bios :p
