At 1280x1024 CPU is the bottleneck or problem At 1680x1050 (1600x1200) the video card starts to become the bottleneck or problme. You said you want a 24" screen, which is fine but your CPU won't be limiting you, your video card will. It's just the way games work. There have been many articles showing that the most important thing for gaming is the video card, not the CPU. For example, at very high resolutions it doesn't matter which video card you have and how many, your video card just isn't powerful enough and all CPU's drop to the same frames per second.
Get the 955BE and a 4870 1GB and you will be fine for a while. I am not telling you what you should do, I'm giving you advice. I will never tell you what you should do, only what you could do.
The build I gave you is good. Mitzi is saying get a more powerful PSU, it never hurts to have extra power. I have a 700W PSU but I don't use all of it, I bet at least 100W is going to waste. That is up to you and it depends on what you can get but there was an article somewhere showing that you don't need as much power as you think. I will look for it and post it here when I've found it.
why for a while? so you mean i cant play the full potential of some upcoming games? and also is the 4870 > gtx275?
I don't like nVidia anymore because of the nvdll crash. My old Powercolor 4870 died and before I bought this Sapphire one I put my old 8800GTS 320 back in my PC. It's not good enough but I was going to use it until I got my 4870 back. After two days my video card drivers started crashing and my PC kept rebooting itself. I updated the drivers to the latest ones and the problem started again after one day of working well. The headaches I got from it drove me crazy and I bought this 4870 until I get the old one back, then I'll give that one to my wife. The only time I've had problems with the drivers or video card crashing like that is when I connected two screens to my card. People always used to say how bad ATI drivers were but, from my experience, they are much better than nVidia's. I don't know what caused these crashes but if you look on the internet there're a lot more people suffering from nVidia's cards crashing than from AMD/ATI. Other than that 4870 = GTX275. They are both equal in performance, though the 275 is more expensive and about the same price as the 4890. In some games the 4870 performs better and in others nVidia does. I could be confusing the 4870 with the 4890 but I wouldn't recommend the 4890 anyway.

is that build is equal to the PC build by biggerx in page 2? and also is it good to make my ram 8gb or 12gb? coz im playng left for dead 2 or assasins creed 2 in all high option and what is dual or tri SLI?
this build will run assasins creed 2 on a 24inch no problem. you should be able to reach 3.8ghz on air. biggerx build might get say 5-10fps in some games..it depends which game is more suited to amd/nvidia. people say corei7 and intel gets more performance re gaming over an amd build but i think its marginal. and if you consider the price diff amd builds are mostly cheaper. (mobos for am3 are usually £30 min cheaper. ram say £30. cpu £40. thats conservative...so you could save £100 going amd) u dont need more than 4gb 1600 ddr3. if u want u can have more...i.e 6gb or 8gb..depends on how much u want to spend. all games today will run fine with 4gb ddr3.
and what is dual or tri SLI? why just fine? is that mean it cant run in smooth performance w/ high quality? can't you use the word superb?
my opinion, go with biggerx's build. its far more future proof then the amd one, especially since the i7 920 at the moment hasn't reached its full potential. but hey its your build, just giving you my opinion.

well in my currency, it would be about $150 - $250 dollars depending on what you choose. but before you start making decisions, perhaps you should see how much the amd and intel would cost in your country and if the difference doesn't bother you, go with intel.
