thats odd, i have experienced the same 'feature' (read problem) with every machine that has windows 10 installed on it, from desktops to laptops.

You're probably hibernating the system or entering "sleep" mode, not shutting it down completely. When shutting down, the monitor stays on until the PC is shut down. When hibernating or sleeping, everything is turned off prior to entering hibernation or sleep state.

If you press the power button on your PC, I think by default the PC is put to sleep. If you select "Power->Shutdown" in the Start menu instead (or right-click on the Start menu icon and selecting "shutdown" there), will give you a true shutdown.

So how are you shutting down? I have never experienced this on any PC.

Powercfg -h off in cmd and search for Hiberboot in registry to disable it.
