CoreTemp does it, as does RealTemp. HWMonitor I find gives a better representation of temperatures, but the first 2 are better for frequency monitoring.

I use EVGA Precision X and HWiNFO64. HWiNFO64 Sensor Status has options to push such info via RivaTuner's OSD used by Precision. Works great for me, and here is a SS showing it in action.
