Greetings. UPS/Newegg should be arriving in the next couple of hours... Got some things together for my friends son to assemble:
-Phenom II X4 955 3.2ghz
-4GB DDR 1333 (2x2GB)
-Biostar N68S3+ Socket AM3 mATX motherboard
-HD6570 1GB 128bit PCI-e
Some other components are courtesy of the fine folks who unknowingly, but appreciatevly, donate perfectly good PC parts to the scrap heap, such as:
-DVD R/RW Drive (IDE)
-Hitachi SATA 3.5" 7200RPM 160GB HDD
-Some case fans
-Aopen Mid Tower ATX Case (Not thermally advantaged so, we will be making the necessary modification /s with a hole saw and screen mesh 
-SATA and PATA cables
All in all this very budget build should do sonny boy just fine. A mix of medium to high settings are what we are expecting. He upgraded from:
-Athlon XP 2200+
-1GB DDR 400
-40 and 30 GB IDE HDD
-CDRW
-Aopen Socket A mobo
-and, (Drum roll please....) NVIDIA GeForce 4200Ti 128 MB 128 Bit
What is a stable OC for the HD6570 on stock cooling? What kind of games can he expect to play? (And not necessarily max-out.) Any other suggestions and/or info is greatly appreciated. Thanks in advance.

Sorry to tell you but that video card is not good for gaming at all. If you are on a tight budget then something like a HD6770 would be a much better card. They sometimes can be bought for under 100 dollars. Unfortunately with the HD6570 here are the frame rates you could expect from these titles.
Resolution - 1024 by 768
Lost Planet 2 (10.7 fps)
Metro 2033 (18 fps)
Aliens vs. Predator (24.1 fps)
Just Cause 2 (25.28 fps)

The rig is assembled and things look promising:
WEI (Which I really do not put that much faith into...)
-cpu=7.3
-memory=7.3
-aero graphics=6.7
-gaming graphics=6.7
-hard disk=5.8
Low temps all the way around, 31 degrees on CPU for example at idle. A solid and smooth 45fps, with no hitching, on GTA4 in game benchmark, with the following settings:
-resolution=1280x720
-textures=high
-reflex/shadows/water=high
-texture filter quality=very high
-distances=25 across
-shadow density=8
-vsync/definition=on
No optimizations such as contig or defrag done yet, nor any OC'ng. For the price invested everybody is happy so far...

Yeah it should be able to play games on lower resolutions not 1920. If my old 250gts 1GB can play bf3 on low, the 6570 should atleast play it well on low on a reasonable resolution. Tbh the game looks pretty decent on low haha i mean yes its not high but once u play it for about 30min on low, you start to not care.

I agree, there are games out there that have a such a high standard that sometimes the low settings are still enjoyable to play. This rig was meant to get him started off and see where he can go with it. The mobo will go to 8gb and a 6 core cpu. Also a higher end video card is possible for him too... It all depends on how many lawns he can cut this summer... Cheers.

Everything is going great so far for him... Think I created a monster. Showed him how to disassemble, then reassemble with the new stuff. He did good, payed attention and everything. Watched Dice Clay, Eddie Murphy, then Super troopers while the OS and other software installed. Even my 3 year old boy got his hands in this rig too, lol...

msdos622was not just fun... DOS 6.22 was like Star Trek on Earth when it came out. Boy, DOS 5 was so cool just for the quick format and qbasic stuff... lol I remember the days of writing config.sys files just to get extra base memory and other options in order to run some games like Terminator Rampage, Doom, Test Drive 3 and others. I'm talking about an 80386SX 16MHz, 4 Megabytes RAM(Not a misprint !, and that was bad to the bone from 2 Megabytes...) Soundblaster 16 ISA audio ($189.00 US in 1992, OMG ! ) 15" SVGA monitor and a 135 MB hdd. DOS 4.1 then 5.0 and finally DOS 6.22 with windows 3.1 (Even got Windows 95 going on a 30 1.44 MB floppy install... Slow as slow...) Sorry for the flashback... When I saw dos622wasfun it was like, whoa I am getting older. Take care everybody

I remember Far Cry being not able to run on current PC's back then while my friends PC could handle the game super super smooth on highest possible settings.
At first i thought they had a NASA PC lol, it was a Dell PC, damn was that a fast gaming PC.

well, when hes buying a 6570, he must have done his research. i am sure he is not going to max everything in skyrim. if you ask me, i would recommend such GPU for Warcraft 3, wow, DotA, DotA2, cod , cs (old one) etc and advice measuring performance on medium settings first and then work the way up from there.
a lot of people dont go beyond these games.

Everything is working very well. Performance is on par with our expectations and perhaps a bit more so. The whole rig cost about $215.00 US, not counting a new case/tower, power supply, dvd r/rw drive and a sata hdd. We took what lil Richie saved up and made the most out of it. For the budget I figured on the best CPU for the $$$, rather than the video card. He can save up some more money if he wants to get a high end card. Did not want to much of a CPU bottleneck issue and it seems to have paid off. It would be too easy for us, save the money, to get a $300.00 video card and crank everything all the way up. I told the lad, he has gotta crawl before he can walk, let alone run. (Also built a very similar rig with 6gb ram and a GT430 1GB. After a little work this runs great also and at about the same cost, not counting the extra 2gb ram.) Thanks for the congrats.. Hows Miami these days? Sorry for the long response...
