Can someone explain why my shader / core / memory clock is very low in the readings, even in 3D intensive applications (they don't seem to change so, I was considering these are "2D" settings)?

Are you getting low performance in 3D? If so, it's a driver bug. Try to restart driver. If that doesn't help, restart PC.

You can try to use Kombustor test.
