Well I'm going to have a new rig for $ 800 or less.Any config on the rig is welcomed provided it's $ 800 or less.My criterion are :─
☺No need of multi monitor gaming.
☺No gaming on a HD TV.
☺No Blu-ray drive required as I get every released game(downloaded by my friends).
☺Strictly 500 GB HDD(7200 rpm),nothing less nothing more.
☺No hardcore OCing to test the limits of my hardware.
☺Want to play Battlefield 3,Mass Effect 3,Syndicate,Brink,Crysis 2 on atleast HIGH settings if not ULTRA.
☺No eye popping 2500x1600 res monitor needed,I'm comfortable on 1280x1024 res.
☺No exquisite $ 200 gaming towers required.
☺No SSD please .

Does this build require a Monitor, Keyboard/Mouse and copy of windows? I'd also highly recommend fitting an SSD into that build somewhere. It seems ridiculous to not get one with a new build in my opinion, I don't understand why you wouldn't want one.

Radeon HD6870 around $210 / 560Ti $250 (both cards will do games fine on high settings)
around $720 so far... Can you reuse you previous HDD, case or PSU?
If you feeling like going cheaper, try AMD CPUs.

CPU: i5 2400 (since you said no hardcore OC) - 190$
MB: Really, any LGA1155 motherboard of your choice, depends on your needs. Something like AsRock B75 Pro3 would do for most - 80$
VGA: first thought was GTX 560 Ti 448 Cores for around 290$, but then saw a HIS HD 7850 for 240$
RAM: 2x4GB DDR3 (1.5V or lower), any brand of your choice with Lifetime warranty - 40$
PSU: Seasonic S12II 520W or similar; get amodular, if you need one - 70$
HDD: Seagate or Samsung Barracuda 500GB; WD Caviar Black, if need faster one - 80$
Case: any Mid-Tower, like CM Elite 430; or better, if you need - 40$
ODD: any DVD-RW DL - 20$
That will be 760$ for now. But I suggest you wait for Ivy Bridge. And if you plan on adding a second video card, get a 600-650W PSU and MB with better PCI-E configuration (x8/x8 would do).
Btw, for those extra 40$ would be possible to fit i5 2500K + Z77 or Z68. Still, I suggest to wait Ivy Bridge.

I need a cheapest 1080p monitor.I think it's the LG W2343T-PF.it's little outdated but does good job.I have keybrd/mice and Win7 ultimate

I don't think I'll need a CUSTOM cooler for OCing to only 4Ghz. I'm not going beyond that.Most people have told me that I'm short on my budget for these things,but being still a student I cannot afford anything better than this.

Not only for IB,I'm also waitin' for Kepler 650/660.But is ASRock GOOD enough?? I'm quite apprehensive on the quality of their mobo.......

No man only keybrd/mice to reuse.
AMD will not give the longevity that Intel will.Also I don't swap out parts on a regular basis so I would like this rig to run for atleast 4 years with necessary GPU upgrade later.

If it's really required then i can get a Z68 mobo now and maybe a SSD 6 months later when my pocket money becomes in triple figures
