A bunch of stuff.
First, you could try unplug everything (after booting to Windows), and try plugging them one by one, and see if there's one point where plugging something would make everything fail.
Second, you could try plugging them on different ports.
If that (somehow) works out, then probably something wrong with the USB controller (or BIOS?) of your motherboard.
Third, if none of the above worked, it might be the PSU starting to fail and not giving out enough juice.
Another thing to try is plugging a flash drive after you've booted into Windows.
If that works, then something's probably wonky with your USB ports.
If that doesn't work, well, maybe it's step three above.
