Lately pretty much all games started stuttering, it was driving me insane..
When Windows 8 consumer preview came, I installed it right away.. And games weren't stuttering anymore... As soon as I installed ATI drivers for Windows 8, they started stuttering again...
What's going on?

The drivers have problems. I am seeing problems with idle clock speeds which is even making Windows 7 stutter. In games I am finding even with ULPS off the second card will downclock, that most games stutter really badly with or without vsync. Its the drivers, they are a rush job.

Install the drivers without CCC...
Windows8 is installing drivers from AMD...the only difference is CCC.

I have had no problems at all with stutter in any game with Windows 8 and the preview drivers. Only game not working for me is Crysis 2 and in that one I can't change resolution at all it opens in a small windows and does not let me select a resolution. I have seen better performance across the board in most every other game in my collection. Very happy with them so far.

As I said, the games were stuttering even before Win8 so it's not about that..
Some games have low fps and stutter even without catalyst. I don't know what to do anymore, it's unbearable on Saints Row 3 I've set everything on low and still i get about 15-20 FPS, and i've seen people run it on high settings 40FPS with my GPU

Your cpu is taking you down alot, for example an i5 oc'ed will at least double your framerate if not more. I've seen differences from x2 3ghz to i5 4.5ghz like 15fps vs 50fps in heavy load scenes.

Yeah I know CPU is bottle-necking me, but that's not causing the problem because it still fits in recommended system req, and when I open task manager in-game CPU is never 99%, today I tried playing Ridge Racer, and CPU was at about 30%, and RAM 60%...
And now I remembered that also, I can't watch 1080p movies, and even some 720p.. When watching some HD vides on YouTube it doesn't have low FPS but when it's a movie it does.

Go back to older drivers that worked for your particular (old) card. There's no point in getting the "latest" driver if an earlier driver worked for you.
Besides, it could be so many system issues behind this that it's impossible to solve it through a few short uninformative posts.

Are there older drivers for Windows 8, I don't remember when this issue started, but I'll try and search..

I wouldn't say it was unfounded bashing mind, every driver for me past 12.1 has had a huge number of issues on my 5970 that I hadn't had before. 12.4 won't let me adjust the clocks on my 2nd GPU at all, it sticks at default no matter what I try. 12.3 has worse performance in battlefield, with stutter and large fps drops, and clocks sometimes stick at 100% after exiting a game. 12.2 Skyrim has messed up textures and stutter and 12.1 and lower don't play nice with Wargame: European Escalation which runs perfectly well on 12.2 and above.
All on all I'm not happy with AMD drivers recently, even more so as I need to do full uninstall, driver sweep and restart when I install new drivers or else CCC won't work.

I didn't come here to bash AMD at all I was just looking for help which I didn't find, matter of fact I didn't even know it's a common problem with drivers.

Your cpu will bottleneck an 8800GT unfortunately (and most modern games) .
Its not enough for anything faster unless you like compromises.
Check each cpu core separately, its not overall cpu use that matters.

Phenom II X4 965 is the best I can get for this AM3 socket right?
I'm not sure how to check that bug I guess it doesn't really matter anyway, I didn't ever try overclocking it or anything, I just hooked it on mainboard, so it's all default.
