when i increased the fan speed % to 100, but the fan rpm doesn't increase at all. Does the card has the issue or the software has the issue?

Its not the software.you have lastest beta i presume

i read your other post...send it back if you can.

if you cant,you could make sure there is not any fans wires that are damaged.

still i find it hard to believe that your card would hit100c in 1 minute without poor heatsink heat transfer even at auto fan speeds.

it hits 100 coz the fan doesn't run faster to reduce the heat. the fan rpm just about 1120 all the time even i set the fan speed to 100.
