Just to kind of throw this out there, any updates that go to phones are decided upon both the carrier and the manufacturer, it's completely dependent on the phone's popularity at this point though. Phones that the manufacturers sell unbranded, updates come from them. Now say these carriers have these unbranded phones branded to them, they get the update from the manufacturer, and tweak it to add in certain apps or change a few things. So Carrier A and Carrier B could both have the Smartphone 1, but Carrier A's version might be the only version to release update 1.5 on it. (If you're rooted though, 9/10 times this isn't an issue)
For popularity though, if the phone sells then it gets the update. Take here in the US for example, the Droid X2. The Droid X2 is a Tegra 2 4.3, 2.3.6 CDMA phone. Has 1024mb of memory as well, same as the Xoom which already runs Honeycomb, same as the Atrix which runs the webtop which I believe is debian? And same as the Photon 4g which is confirmed to get ICS. But because the X2 didn't have the popularity the first X had, the X2 is not getting and ICS updates, just regular security updates.
Now you have some of the manufacturers that don't update devices not because they can't handle it, but they can't handle the new OS requirements plus their own customizations. The Galaxy S is a great example of this by the way!

I've already given up on the stock Samsung ROMs because TouchWiz is just terrible on top of the default ICS interface. Fortunately almost everything works on CyanogenMod 9 now (save FM radio [useless] and tv-out) so I have no reason whatsoever to go back to a Samsung ROM, it's ironic that third party developers ended up with a better ICS ROM than Samsung...

Not really that Ironic...... look at the games industry and the standard of third party Mods!!!
For your average Joe you gotta give samsung some credit, but its great that other Devs take it to the next level. And its good that Samsung don't have the phone all locked down like other companies do......Yes SONY you!!.. lol
EDIT: Upgraded to LR 2.5 Yesterday!!!.... WOW..... much better battery than 2.1, faster (well it seems faster) its using ths Syiah Kernel.... but just seems a lot more together!! not that it felt loose before.. Very happy with LitePro's work!

Not too surprised myself, as browser aside, CM 7 plus ADW launcher was pretty much streets ahead of any Samsung gingerbread ROM.
Samsung are to concerned with branding and with cooking up the galaxy S 3 software that yet again I have to root to get decent experience.

Sensation rom 3.0.
Is ICS 4.03
Mines rooted anyway.
Apex Launcher is nice.
I have a mixture of ICS and samsung on screen. Looks decent that way.
Bat is good, sig is sweet i'm on t-mobile.
There are many good roms at xda.

Got bored and my dad's phone crashed again so he finally relented and let me flash ICS, he wanted to keep warranty etc and a clean binary counter so we went for the official polish release. It hung at the start of flashing on my PC so we had to power it off, did it on his PC worked perfectly.
The Polish release (they're on 2nd release of ICS now), has the generic UK (XEU) and CPW csc customisation packs included in it already so literally no reason at all for Samsung UK to not have released it already as it's done.
First time I've done a GS2 and two things I wasn't expecting, first that it auto applied the CPW csc, I was expecting the polish one and me having to do the *272*IMEI# dialer trick to change it, that was weird.
Secondly, in recovery mode that the factory reset/clear data, doesn't remove anything on the internal usb storage partition.
ICS itself though is running like a dream, no issues at all with that, just working great. Flash works as well.

Actually i use this rom + Apex, and even if im really interested in some custom rom and have use them, i let them now do the first versions ( last 2.5 LR look to have some problem with mail ), for let them the time to fix all.
Seriously even the official ICS + Apex work like a dream, fast, all is working perfectly.

if you have problems with gmail with LR2.5, go to manage applications and delete gmail data, you'll have no issues after doing that. Have to agree, Apex is great.

It looks like you couldn't be bothered to read my post, in the UK only branded updates are out, Samsung UK have not and will not say when the unbranded is coming. It is 100% their fault, no-one else can be blamed.
Doesn't matter now as I flashed the Polish one now (which incidently includes the unbranded UK and unbranded CPW UK customisation packs anyway), instead of waiting for the idiots at Samsung UK to release an update that is already complete.

I have the USA branded GS2 (SGH-i777)
Sporting ICS 4.0.3 via ShoStock2's ROM. It's dope for a lack of a choice of words. 
Smooth, fast, battery life some days is great...others not so much.
Overall, I can't go back to Gingerbread. Only thing it's missing is NFC because it's based off the i9100 int'l variant but otherwise phone has full functionality as intended. I'm loving it.
