Sometimes (not always) when I start my computer and it loads up to Windows 7, my screen looks like this:

Then after reboot, everything works normally again.
Do you people think that my Radeon 4670 is broken or could this problem occur because of some other component?

I had a similar issue with my monitor. I did consider and RMA but then it never did it again!
What LCD do you have?
Have you tried taking a screen shot? IF the screen shot shows what your linked pictures show then you know the problem exists before the LCD!

If it goes away on restart it's probably your panel or the cable.

It does look like your video card is crapping out, I've only ever gotten that fuzziness when I overclocked the mothersh1t out of my video card's core and shaders. It gives different kinds of artifacts when it's the RAM.
But just to be absolutely sure do what Hallryu said, take a screenshot.

Thank you about your answer.
I took a screen shot while having this problem and saved it into bmp file. Then I unplugged hdmi cable from Radeon and plugged it back in. Picture was normal again and bmp file looked just fine.
So there might be issue with my monitor? It is BenQ G2411HD.

Sounds like the monitor is going bad then, just to be safe though I'd try a different cable first though, if you can borrow one or have an extra it's allot better than buying a new LCD if the cable is the culprit.

You should also give it a try on DVI. Your monitor should have VGA, DVI & HDMI connections.
